01Why this matters

Non-compliance isn't risky. It's expensive.

Kuwait's Digital Commerce Law was published in the Official Gazette on 1 March 2026. Enforcement is expected from September 2026 — and once it begins, MOCI registration is mandatory for every online seller. The grace window is now.

Fines up to 10,000 KWD

Non-compliance with Decree 10/2026 can bring fines, store closures, and loss of commercial registration.

Enforcement is coming

MOCI is the enforcing regulator — and it's already policing digital sales channels, like the March 2026 ban on tobacco sales via delivery platforms. When Decree 10/2026 takes effect, Instagram shops, websites and marketplaces are all in scope.

Most sellers aren't ready

Most sellers are surprised how many of the 18 they miss — the law also covers returns, invoicing, data retention and complaints, not just registration.

This page is regulatory context to plan around — not legal advice. Always confirm your own obligations directly with MOCI or your legal advisor.

Legal timeline last reviewed: 16 July 2026.
