Salvus Paul is the founder of Zelicra, the compliance intelligence platform behind Arbiter — the dashboard that helps online sellers in Kuwait meet all 18 requirements of the Digital Commerce Law (Decree 10/2026). He builds and operates the platform, and writes the research-driven guides published on this site.
Salvus is a security engineer with a DipHE from Middlesex University London. His work focuses on turning dense regulatory text — gazette publications, ministerial decrees, licensing rules — into software that small businesses can actually use: automated checklists, Arabic invoice generation with Hijri dates, return-policy tooling, and QR-verifiable compliance certificates.
Zelicra operates from Helsinki, Finland, with all user data stored on EU servers in compliance with GDPR.
